No, and most home inspectors say so themselves in their own reports. A general home inspection is visual, from the ground and the firebox, and explicitly excludes the flue interior. A property transfer is precisely the case NFPA 211 defines as needing a Level 2 with camera scanning.

A Level 1 runs about 45 minutes. A Level 2 with camera scanning of a single flue is usually 60 to 90 minutes; multiple flues or difficult access take longer.

Yes. Those flues fail more often than fireplace flues and get looked at far less. Gas and oil exhaust is acidic and wet, and it eats mortar joints and unlined masonry from the inside — an unlined furnace flue in an older house is one of the more common serious findings.
